The purpose of this action research study is to design, implement, and evaluate a responsible artificial intelligence governance intervention to improve consistent and defensible use of artificial intelligence-enabled features within human resource-adjacent workflows in a home healthcare small and medium-sized enterprise. Guided by the responsible artificial intelligence governance framework and adoption and change-readiness lens, the study addresses the absence of a governance model for artificial intelligence use. Responsible artificial intelligence governance is defined as decision rights and routines for acceptable use, verification, documentation, monitoring, and escalation. Research Question 1 asks how the intervention will affect governance clarity and governance enactment across role groups. Research Question 2 asks how workflow outcomes, including cycle time, rework, and escalation frequency, will relate to governance indicators. Research Question 3 asks how the intervention will affect stakeholder confidence and artificial intelligence anxiety and what factors will mediate differences. The study will use a convergent mixed-methods action research design in one anonymized home healthcare organization with 25 purposively selected participants. Data collection will include surveys, interviews, focus groups, workflow artifacts, governance checklist results, and deidentified workflow metrics. Quantitative data will be analyzed descriptively and, where feasible, with nonparametric comparisons. Qualitative data will be analyzed using codebook thematic analysis, with findings synthesized across strands. Anticipated results include improved clarity, consistent enactment, reduced rework, clearer escalation, stronger confidence, and reduced anxiety.
